Après des études en histoire des arts à Paris, Victoire intègre l'INSAS à Bruxelles. Diplomée, elle réalise des courts métrages documentaires et devient cheffe opératrice.
Le Veilleur, tourné entre la Chine et l'Estonie, est son premier long métrage documentaire en tant que réalisatrice.
